I began this conversion by more or less taking any reference I could find in the Top Secret rules and creating a skill list based on those references. Similarly, I created a list of attributes based on the Top Secret rules. The specifics of FUDGE Top Secret immediately began to migrate away from the actual Top Secret rules to become what I hope will develop into a coherent set of rules for an enjoyable game. These rules, so far, have been run through a couple of short playtest. Only gun combat has been tested, and it was fast and pretty deadly, which is how I like it.
